Rajasthan HC directs state govt to submit compliance report on COVID-19 vaccination of persons with no ID cards

The Rajasthan High Court has directed the Rajasthan Government to submit a detailed report regarding the compliance of the guidelines given in clause 5 of the SOP issued by the Central Government regarding vaccinations of the persons with no prescribed identity cards in the state.

The Rajasthan High Court is hearing a suo moto petition about the struggle of Pakistani minority migrants during this pandemic. Division bench of justice Vijay Bishnoi and justice Rameshwar Vyas observed during the hearing of the matter on Friday that despite the central government provisioning in its SOP about vaccinations of the persons with no prescribed identity cards, the state government was yet to take steps about their identification for vaccination.

"We are of the SOP on Covid-19 vaccination of persons without prescribed identity cards through CoWin issued by the Central Government is elaborate and in no way excluding the Pakistani minority migrants who are eligible for Covid-19 vaccination," the court said in its order.

After this observation of the court, AAG of the Rajasthan Government sought some time to furnish the details about the steps taken by the state government in this regard. The court granting him time. has listed the matter for hearing on June 3.

The Rajasthan Government had submitted before the court that the SOP issued by the central government on May 6 was silent about the Pakistani minority migrants and clarification, in this regard, has been sought from the central government for their vaccination, who have not yet been granted citizenship.

Replying to this submission, Central Government through an affidavit stated that the central government has already issued detailed SOP on COVID 19 vaccination of the persons without prescribed identity cards through CoWIN on May 6 and after receiving the requisite information from the state and district administration regarding the groups included in the SOP, the vaccines would be provided to them.
