Chennai: A resolution seeking immediate withdrawal of the Draft UGC Regulations 2025, moved by Tamil Nadu Chief Minister M K Stalin, was unanimously adopted by the Legislative Assembly on Thursday.
Tamil Nadu CM MK Stalin Opposes The Draft UGC Regulations
Stalin had earlier opposed the Draft UGC Regulations, particularly the provisions vesting greater powers with the Governor/Chancellor in the constitution of the Vice Chancellor Search-cum-Selection Committee and the paving of way for non-academics to be appointed to the post of university Vice-Chancellor.
Moving the resolution urging the Centre to immediately withdraw the Draft University Grants Commission (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for Maintenance of Standards in Higher Education) Regulations, 2025, Stalin said if the Union Government failed to change its mind, then “we will meet people and approach the court”. Two days ago, he had said Tamil Nadu will opposed the Draft legally and politically.
The resolution was backed not just by MLAs of the ruling DMK’s allies but also by those of the AIADMK. Legislators of the BJP had walked out of the House.

According to Stalin, the Draft Regulations were against federalism, basic tents of the Indian Constitution and Tamil Nadu’s higher education. The regulations, he said would adversely impact Tamil Nadu where higher education was driven by “social justice”. He was of the view that the Centre was unjustifiably seeking to “capture universities established with the wealth” of State Governments. “Education should remain with the State Government, elected by the people. Only then it could ensure inclusiveness in education,” he said.
