Promotions of 6 varsity Deputy Registrars found irregular

BHOPAL : The higher-ups of the department of higher education (DHE) have caught grave irregularity in promotions of university deputy registrars given two years back in the tenure of the then minister for higher education Laxmikant Sharma, undergoing jail in Vyapam scam at present.

Deputy registrars of state universities were promoted without vacancies. Government auditors caught this irregularity, leading to senior officials recommending action against those who issued promotion orders. Senior officials posted at that time in DHE and those who were part of departmental promotion committee could face action, if the recommendations are executed, said sources.

Some of six registrars, promoted in two phase in last two years, – Subhash Arya, Ashok Arya, RK Chauhan, Baliram Bharti, Anand Kambale, LS Solanki, could be demoted too.

While, principal secretary, DHE, KK Singh has recommended demotion and action against concerned official, a lobby of state university officials, including some vice-chancellors are mounting pressure on the government for not reverting thye promotions.

The officials, in October 2013, wrongly calculated posts of registrars and vacancies on the post and they promoted six deputy registrars, while there were two vacancies at that time. It was done knowingly to provide benefits to some ineligible deputy registrars.

Now the department had 15 registrars, against 11 sanctioned posts. On the basis of fact, brought to notice by government auditors, DHE officials asked for detail review in promotion. Sources said an assembly question in this regard also woke up the officials to the irregularity. They said three or four registrars could be demoted after the action.
