Bhopal: Construction of new campus at Bisenkheri is one of the major irregularities of Makhanlal Charturvedi University and the varsity registrar had filed complaints with Economic Offence Wing (EOW) in this regard. The stipulated detailed project report (DRP) and rates of campus had caused an additional burden of Rs 40 crore on the university. The cost incurred in the campus is much more than the prevailing rates. It came to light when the MP Housing Board, which is the construction agency, violated the tendering norms.
The engineers were frequently removed and charge was even given to non-technical persons. The university had also used funds violating all norms to maintain its website and around Rs 3 lakh was given to the company twice. But interestingly the website remained idle for three years. To conduct research on Pakistan Media Scan, Rs 16.87 lakh was spent and the research was done from April 2016 to March 2018 and what was the outcome nobody knows.
It is also alleged that the then vice-chancellor BK Kuthiala had misused funds to expand certain ideology. An event, Gyan Sangam, was organised in December 2017 and the university spent Rs 9.50 lakh for it. The university also organised a 2-day on Rashtriya Samajik Karyashala and spent Rs 3 lakh on food and Rs 1.50 lakh for tent and light purpose. But, interestingly Rs 1.50 lakh was spent on invitation and booklet but neither the finance department nor publication department is having a single copy of booklet.
