Bhopal: Schools expelling students over fee to face action

Bhopal: Taking a serious note on expulsion and harassment of students over non-payment of fees, the state government has directed all the district education officers to take strict action against the school where such incidents have taken place.

The school education department has issued directives to the school management asking them resist from such act and follow the norms and guidelines. The directives come on the heels of a letter of National Commission for Protection of Child Rights to state government.

CPCR member Priyank Kanoongo had written to the state government on February 12, seeking action against the schools which were allegedly harassing and expelling students on their failure to pay the school fees. Stating that the act of school was violation of the Juvenile Justice (Care and Protection of Children) Act 2015, Section 75, the NCPCR member asked the government authorities to take strict actions against schools which were violating it.

The fee is an issue between the parent and the school management and the student has nothing to do with it, the school education department directive stated. It has been instructed that if school is found violating the norms, the government shall take strict action against the management.

Earlier, on December 12, 2017, ACS school education Dipti Gour Mukherjee had issued the detailed instructions to the school administration on the issue. It has been instructed that if the school teacher is found harassing or manhandling a student, the local administration would take strict action against the school and the teacher. The schools were also asked to put a complaint box to enable aggrieved students to drop their complaints.

NCPCR received over 100 fee related complaints: Sharma

NCPCR state chairman Dr Raghvendra Sharma told Free Press that the Commission received over 100 complaints related to fees last year. The schools have expelled the students for not depositing the fees on time, said Sharma, adding that the Commission has summoned the school authority and instructed them to re-admit the student. The fees matter should be kept between the parent and the school management as student is not concerned with it, said Sharma.

“If the school fails to comply with the instructions the Commission may recommend to the education department to file an FIR against the school,” said Sharma. However, in last one year no school dared to ignore the Commission instructions, he claimed.
