Indore : Heated exchanges took place among members of the Devi Ahilya Vishwavidyalaya (DAVV)’s executive council on Thursday as one of them proposed name of National Assessment and Accreditation Council (NAAC) director Prof DP Singh as EC nominee for VC search panel.
While some members were in the favour of Singh’s name, a few others opposed saying that it would be inappropriate and technically wrong to make him EC nominee for the panel as the process for appointment on VC post in the DAVV is necessitated after he quit the VC post to join as NAAC director.
There was also an argument that NAAC is a statutory body of University Grants Commission so there would be two nominees from the Centre in VC search penal if Singh is nominated from EC’s side.
It is to be noted that the VC search penal comprises three members – one each from university executive council, UGC and Raj Bhawan.
As consensus could not be reached, it was decided to take guidance from the Raj Bhawan over the matter.
The university will write to the Raj Bhawan asking if Singh could be made EC nominee for the VC search panel. A special meeting has been convened on September 21 to decide on the EC nominee for the panel. “Within a week, the Raj Bhawan’s opinion on Singh’s name will be sought,” said EC member Chandra Shekhar Raikwar who had proposed name of Singh.
Meanwhile, experts said that there is no technical issue if Singh is made EC nominee in the capacity of ex-VC. Previously, former VCs have been made EC nominees in Vikram University and Ranidurgawat University cases. However, the experts also said that the point that VC search panel will have two nominees from national bodies if Singh is nominated as member of VC search panel holds water.
Sources said that former VC of Ranidurgawati University was also proposed for the VC search panel but no discussion on his name could take place.
Wipro returns payment
Wipro has returned the payment of Rs 24.17 lakh made by the DAVV for the university’s automation project on the condition that it should not be blacklisted. The varsity had blacklisted the company for not completing the project when it denied returning the payment made by the university. The matter had reached court.
Acting vice chancellor Prof Ashutosh Mishra said that the company had returned the amount issued to it so they would revoke their decision of blacklisting Wipro.
Rs 1 lakh ex-gratia to deceased student
The EC approved a proposal of Rs 1 lakh ex-gratia to the family of Tek Chandra Kohli who had died after collapsing during trail run on the university ground. The acting VC said that the EC also decided to refund the entire fee of all three semesters he had paid to the DAVV. Tek was BPEd fourth semester student of School of Physical Education.
Meanwhile, the EC also gave its nod to the appointment of contractual teachers in economics, bio-technology, law, pharmacy and computer science departments.
