Rajasthan Cabinet Approves Bill To Regulate Coaching Centers, Address Student Suicides

The Rajasthan cabinet has cleared the much-needed bill to regulate the coaching centers in the state. The Rajasthan Coaching Institutes Control and Regulation Bill, 2025 will be introduced in the ongoing Budget session of the Rajasthan Vidhan Sabha.

The proposed bill includes provisions for strict action against violations of rules. Parliamentary Affairs Minister Jogaram Patel said, "The increasing number of suicides among coaching students due to academic stress has become a matter of concern. The bill will include provisions for canceling the recognition of coaching centers, imposing heavy fines, and even confiscating their property under the Land Revenue Act in case of violations."

The coaching industry in the state, worth thousands of crores and with a major presence in Kota, Jaipur, Sikar, and Jodhpur, has been operating without registration or legal provisions.

Now, coaching centers with 50 or more students will be brought under legal regulation. It will be mandatory for such coaching centers to register. A Rajasthan Coaching Institutes Control and Regulation Authority will be constituted under the chairmanship of the Secretary-in-charge of the Higher Education Department.

To address the issue of student suicides, a state-level portal and helpline for student counseling will be created, and every coaching center will be required to register on it.

The proposed bill provides for strict monitoring and control of coaching centers, including a ban on charging arbitrary fees. It also includes provisions for fee refunds to students who leave coaching midway.

The bill is expected to be introduced in the ongoing Budget session and is likely to be passed after the Holi break of the Rajasthan Vidhan Sabha.

Along with this bill, the Rajasthan cabinet has also approved the state's new Skill Development Policy, which aims to train professionals and workers according to industry demand. All ITIs in the state will be developed into advanced skill centers, and model career centers will be set up at divisional headquarters.
