SIMI Encounter: Discussion on budget turns into slugfest over SIMI issue

 BHOPAL: There was uproar in the state assembly during the debate on supplementary budget here on Thursday when the Congress MLA Sunderlal Tiwari raised the issue of eight SIMI activists being killed in an ‘encounter’. The ministers hit back alleging that the Congress was supporting the terrorists. The Congress members said that the head constable was killed due to government’s carelessness.

Earlier, Finance minister Jayant Malliya presented the supplementary budget of Rs 9,347

Sunderlal Tiwari referred to the CAG report, stating that the state government had failed to utilise more then 30 percent of the funds allocated to it.

He alleged that the state government had been unable to nab the killer of head constable. On this minister Gaurishankar Shejwar said that the Congress was supporting ‘terrorists’. He was soon joined by other ministers including Lal Singh Araya, Narrotam Mishra, Rustam Singh, Vishwas Sarang and Sharad Jain, besides BJP MLAs. The deputy speaker tried to calm down the ministers but they did not pay any attention to his instructions. After repeated instructions were ignored, the deputy speaker adjourned the House for five minutes.

MLA Ramniwas Rawat alleged that the government had failed to provide scholarship to the SC/ST students and pension to the elderly. The union government and the Supreme Court had instructed to end the contract system in supply of nutritious supplements to Aaganwadis but that had not been done.

MLA Bala Bacchan raised the issue of alleged corruption in Simhastha. The opposition MLAs also alleged that the government was not providing funds to their constituencies for development.

He alleged that the government had increased the price of sugar sold in fair price shop from Rs 13.50 to 20 per kg, which was injustice with the poor.

He also alleged that the scam had occurred in the admission in the medical colleges as these colleges have given more 37 admissions against their allocated seats. The finance minister stated that the fiscal deficit is not more then the 3.5 percent of the total gross domestic product. After the debate the supplementary budget was passed.

Debt grows by Rs 25K crore in a year

In the report of Comptroller and Auditor General (CAG) tabled in the House on Thursday, it has come to the fore that there has been a rise in debt by Rs 25,000 crore in one year (2015-16) in the state. As per the report, the state had a debt of Rs 1.53 lakh crore as on March 31, 2015 which went up to Rs 1.78 lakh crore by March, 2016.

CAG in is report has expressed concern over spending of Rs 5000 crore in the month of March.
