Maharashtra Govt Launches 150-Day E-Governance Action Plan With Focus On Transparency, Efficiency And Citizen Services

Building on the success of the 100-day programme implemented for each state department, the Mahayuti government has now launched a 150-day action plan for e-governance, with 15 key result areas (KRAs) aimed at state employees.

An order issued by the state general administration department (GAD) states that all departments will work on four targets: government–to–citizen interactions (G2C), government-to-business interactions (G2B), government-to-government interactions (G2G), and Key Result Areas (KRAs).

Aiming to enhance both vertical efficiency from tehsil to Mantralaya, and horizontal efficiency across all government offices, the e-governance improvement programme further strengthens the concept of ease of living for citizens, according to the state order. The G2C suggests that government offices should be less crowded, reducing the need for citizens to meet officials in person to get their work done. Instead, each department is expected to improve its digital interface by offering maximum services through its portals.

Each office will make available the state laws, rules, information and government resolutions (GRs) and circulars. The services offered by the government offices will be made available through the Aaple Sarkar portal, and the state offices will also ensure that citizens need to provide a minimum number of documents to them. The offices will reduce the number of stages of approval and the period for the services offered. Apart from developing a dashboard for the services, each office will offer an effective system for grievance redressal, the GAD says.

Through the G2B, services will be provided on the concept of ease of doing business for the intrapreneurs, which will ensure timely approval of permissions and licenses, reduce the number of permissions through an automatic process by avoiding unnecessary documents.

For the first time, 15 KRAs will be implemented across government offices, from the tehsil level to the state level, through which the action plans proposed under G2C, G2B and G2G will be made mandatory. These action plans will be guided by the principles of T – transparency, C – cost effectiveness and H – human approach.

The state director of information technology has been asked to provide technical support to the state offices.
