Indore: DAVV affiliation process to be a formality, courtesy DHE

Indore: Whether they deserve or not, come academic session, all colleges under the Devi Ahilya Vishwavidyalaya would secure affiliation.

In other words, affiliation granting process of the DAVV would be merely a formality as it would have to award affiliation to all the colleges under its jurisdiction even when they lack facilities to function.

Reason?

The Department of Higher Education (DHE) this year has delayed the process of awarding no-objection certificates to colleges hitting affiliation process at universities in the state, including DAVV.

Generally every year, the DHE would collect applications for renewal of NOC by November end and issue certificates to applicant colleges by February end.

Accordingly, the universities would accept applications from colleges till March 10.

But this year, the DHE has called applications for renewal of NOC till December 31, a month late from previous years.

Also, it stated that the NOC would be granted till March 31. Those denied NOC can apply for review and they would be granted NOC, if their applications were viable, by April 10.

That means the DAVV would not be able to close its application window before April 20.

“At least, 10 days time is given to colleges to apply for affiliation after they were awarded NOCs. This year, the process will be delayed as NOCs are to be awarded late,” said Sumant Katiyal, director college development council at DAVV.

After the affiliation window shuts, DAVV constitutes teams for carrying out pre-affiliation inspections at colleges. Based on the reports of inspection teams, affiliations are granted to colleges.

This whole process takes about more than two months of time at DAVV as it has to inspect and award affiliation to nearly 150 colleges that participate in online admission counselling conducted by DHE.

The online admission counselling begins in mid-May every year.

If the DAVV’s shut affiliation window would shut by April 20, it would not be in a position to award affiliation to nearly 150 colleges by mid-May.

And without affiliation, colleges cannot participate in online admission counselling. That means, the DAVV would have to award affiliation to colleges without carrying out inspection.

So whichever college will apply for affiliation for session 2017-18 would get it.

“I am afraid that’s what is going to happen in the coming session. We will have to comprise on affiliation norms,” said an officer of DAVV wishing anonymity.

He said that this situation would lead students to take admission in many rouge colleges.
