Indore: The 2019 recruitment calendar of Madhya Pradesh Public Service Commission (MPPSC), the state’s biggest government recruitment agency, has become redundant with model code of conduct coming into force.  None of the dates mentioned in the calendar could be adhered to, thanks to powers that be who not only failed on the planning but also on the execution part.

MPPSC had released recruitment calendar-2019 (also called examination and interview calendar) on December 31 giving schedules for notifications, examinations, interviews and results.  As per the calendar, notifications for three major examinations including state service, state forest service and state engineering services were to be issued in first two months of 2019.

According to the calendar, the notifications for state service exam and state forest service exam were to be issued in January and preliminary exams were to be held in April whereas notification for state engineering services was to be issued in February. The exam was to held in May.  But the notifications have not been issued till date. And now as model code of conduct has come into force due to forthcoming Lok Sabha elections, the notifications will not be issued so the exams, interviews and results will be delayed at least by three months.

Also, the calendar has information on dates of notifications, examinations, interviews and results of nine other exams. As per the calendar, notifications of all these nine exams would to be issued in March and April.  But as the poll code has come into being, the notifications of these exams could also not be issued till new government at the Centre is formed.
That means that the entire calendar is an eyewash.

Poor planning
A look at the calendar reveals that the planning was done every poorly.

“It was a known to one and all that model code of conduct for Lok Sabha polls will come into being on any day of March and elections will be held in April and May. Despite this known fact, the MPPSC planned state service, forest service, and engineering services preliminary exams on these months knowing well that it won’t get teachers for exam duty during the polls,” said Rishab Tiwari, a teacher with a coaching institute.

He also stated that it was also foolish to fix dates of release of notifications of nine other exams in March and April as it was a common knowledge that notifications of recruitments can’t be issued during polls.

Zero execution
Though it was clear that it would not be able to hold prelims exams of state service, forest service and engineering service during polls, the MPPSC had chance to partly execute the calendar with releasing notifications for the exams in January and February. But it delayed the notifications citing “unforeseen reasons”.
When contacted, an MPPSC official wishing anonymity stated that the notifications could not be issued due to some technical reasons. We were in talks with state government to resolve the issues but they could not be resolved before poll code came into force.

BALLOT FLASHBACK 1952

1849 candidates competed for 489 seats in the Lok Sabha. More than 173 million people out of an overall population of about 360 million were eligible to vote,making it the largest election conducted at the time. Voter turnout was 45.7%

All Indian citizens over the age of 21 were eligible to vote. Around 85% of population could not read or write. This widespread illiteracy posed a challenge to the commission in organising the election. This was overcome by allotting each candidate a differently-coloured ballot box at the polling booth, on which each candidates name and symbol were written. 16,500 clerks were appointed on a contract of 6 months to type and collate the electorate rolls and 380,000 reams of paper were used for printing the rolls
2014 LS facts

Riding the Narendra Modi ‘wave´, the BJP virtually wiped out Congress in Madhya Pradesh as it won 27 of the 29 Lok Sabha seats in the state.

The consolation wins for Congress came in the Chhindwara and Guna Lok Sabha seats where Kamal Nath and Jyotiraditya Scindia, respectively, retained their seats.
