Mumbai: Construction of a dedicated subway connecting the upcoming Vidhan Bhavan Metro Station on Metro Line 3 to Mantralaya, the New Administrative Building, and Vidhan Bhavan is making steady progress and is targeted for completion by December 2025.

According to Mumbai Metro Rail Corporation Ltd (MMRCL), carrying out underground metro 3 project, the 306-metre-long subway is designed to provide seamless connectivity between the underground Metro 3 station near Nariman Point and important state government offices. As of now, piling work has been completed in full, while excavation stands at 59%, NATM (New Austrian Tunnelling Method) work at 74%, and the finished structure at 24%.

The project had initially faced delays after being stalled over security-related concerns raised by the state home department. Work eventually resumed in December 2022 after receiving the required clearances.

The concept plan, formalised in a Memorandum of Understanding (MoU) between the Public Works Department (PWD) and Mumbai Metro Rail Corporation Limited (MMRCL) in October 2019, calls for two separate passages — one restricted for government employees and another for members of the public visiting these offices.

The Rs 99.8-crore project was originally envisaged for completion within nine months.

As part of MMRCL’s broader strategy, subways will connect directly to the unpaid concourse area of Metro stations, allowing commuters to purchase tickets after entering. The aim is to provide commuters with safe, weather-protected access while reducing dependency on surface travel through congested roads.

Once completed, the Vidhan Bhavan–Mantralaya subway is expected to significantly cut walking time between the Metro station and key administrative hubs, improving convenience for thousands of government employees and visitors daily.
