OUR BUREAU New Delhi The Central Bureau of Investigation, on Friday, filed a charge- sheet in the Patiala House special court here against former union health minister, Dr Ambumani Ramadass and nine others for fraudulent grant of approval
to a private medical college in Indore four years ago in 2008.
He is accused of issuing the approval to the college in the evening on the day the Supreme Court had disposed the matter, holding that the college may not be allowed the admissions for that session and may apply again for next session.
Those charge- sheeted with him under Prevention of Corruption Act and various sections of IPC include his then special- officer- on- duty, Sudershan Khurana, deputy health secretary, KVS Rao, two Safdarjung Hospital doctors, D K Gupta and J S Dhupia who were sent for bogus inspection to grant permission.
Five others charge- sheeted are from Indore, namely Indore Medical College chairman Suresh Bhadoria, its director ( administration) Pawan Bhambani, its manager Nitin Gothwal, its dean Dr S K Tongia and Dr K V Saxena.
The charge- sheet alleges that the college chairman conspired with the minister and two other officers of the ministry to get his college inspected by a central team of two doctors from Delhi to secure renewal of the college for admissions in the second year of MBBS despite not having the needed faculty and clinical facilities.
The bogus inspection was carried out despite the fact that the Medical Council of India ( MCI) inspectors had already carried out an inspection, along with an ad hoc committee constituted by the Supreme Court, and repeatedly recommended that the college neither had sufficient faculty nor clinical material to meet the MCI requirements.
The charge- sheet says the accused also did not bring to the notice of the Supreme Court about the inspection by the central team despite the hearing taking place on the very next day of the inspection.
The CBI noted that the inspection itself was improper when the case was pending before the Supreme Court.
