The circular states that as per the directions of t
he Chief Secretary, it was expected to give salaries to all ministerial staff by the first of every month but because of the technical glitches giving salaries by May 1 wonalt39t be possible.
The circular signed by T V Lavhate, Under Secretary in the GAD, points out that names of staff are not to be seen on the salary software.
‘The salary software doesnalt39t open with the passwords available with the officers.
Even if the software opens up, names and designations are not seen. As a result the process of giving salaries cant be started at all,’the circular reads.
‘Even if some names are seen, their posts and grades are not seen. We are unable to open the software even on the Mantralaya Intranet. When contacted Tata Consultancy Services, who operate the software, have said that there are some technical problems in the Intranet. In such a scenario, we are unable to predict what other problems will come up in giving out salaries,’the circular adds.
The circular also points out that the problems encountered with the software have also been brought to the notice of the accounts and treasury office.
The treasury has replied saying that they too are looking into the matter.
‘I request you to inform all staff in your office about the situation,’the circular concludes.
Whether the ministers will now take care of their staff, till they get their salaries, remains to be seen.
