Game-Changer For Pune's Healthcare: Multispecialty Hospital At Warje Gets Crucial Green Light From Defence Ministry

In a major boost to Pune’s public healthcare infrastructure, the proposed multispeciality hospital at Warje by the Pune Municipal Corporation (PMC) has received a crucial No Objection Certificate (NOC) from the Ministry of Defence. This clearance clears the last major hurdle for the launch of the project, which is expected to be a game-changer in Maharashtra’s healthcare landscape.

The bhoomipujan of the proposed hospital was conducted earlier in the presence of Deputy Chief Ministers Devendra Fadnavis and Ajit Pawar. However, the project had been put on hold because the site was falling under the Ministry of Defense's "funnel red zone," which is extremely sensitive.

The breakthrough came after a year-long push led by PMC Commissioner Dr. Rajendra Bhosale. His persistent efforts, along with strong backing from the Chief Minister's Office, proved instrumental in obtaining the necessary permissions from various levels—right from the state Mantralaya to the Defence Ministry in Delhi.

The project also received critical support and guidance from Union Minister of State for Civil Aviation and Cooperation Muralidhar Mohol and State Minister for Higher and Technical Education Chandrakant Patil.

The Warje Multispeciality Hospital is set to be the largest mother-and-child care facility in Maharashtra. The hospital will emphasize advanced cancer care and comprehensive maternal services. It will reserve 10 to 20 percent of its beds for the underprivileged, and all major state health schemes will be implemented.

ACE base financing model

Uniquely, the project is being developed under the ACE base financing model, a first in India, with full investment coming through Foreign Direct Investment (FDI) from a semi-government organization based in the Netherlands. The project is also backed by a bank guarantee of ₹17.5 crore and insurance coverage from the Dutch government. Once operational, the hospital is expected to generate annual revenue for PMC and will be monitored by a steering committee to ensure quality and transparency.

The construction will begin once the final approvals from the Maharashtra State Government are in place. PMC aims to complete the hospital and start services by 2027.

During the delay caused by pending permissions, PMC ensured that existing dialysis services in the area remained accessible to patients.

The hospital will be set up with an estimated cost of ₹ 380 crores on a build-operate transfer basis (BOT) by Pune Municipal Corporation (PMC). The hospital will be constructed on 2.5 Acres of land and will have PMC and government-run health schemes. The hospital will have a 100-bed ICU facility and 12 operating theatres. Furthermore, with several specialties, the hospital will have 60,000 sq feet of a healing garden, mental health department, Yoga, physiotherapy, and wellness centre, amongst other facilities.
