CM Bhagwant Mann Approves Sports Development Act; Punjab Becomes First Indian State To Implement It

Chandigarh, February 19: Punjab Chief Minister Bhagwant Singh Mann, in a landmark move, approved the Punjab State (Development and Promotion of Sports) Act, 2024, making it the first Indian state to implement it.

The Act aims to adopt global practices to elevate sports within the state, ensure a merit-based athlete selection, and aims to establish a transparent legal framework for sports associations.

What Does the Act Entail?

CM Mann emphasized that the Act will enforce a fair and transparent selection process for athletes representing their districts at the state level, their state at the national level, and India on the international stage. Additionally, it will also ensure that government funds allocated to sports associations are utilized efficiently and responsibly.

To enhance accountability and transparency, electronic records of documents and financial accounts will be made accessible to the Director of Sports, Punjab Government. The selection of teams and players for district and state representation will be overseen by a five-member committee, consisting of the General Secretary, two senior coaches, and two distinguished players.

Furthermore, CM Mann assured that any grievances or appeals from players will be promptly addressed within seven days by a Dispute Resolution Committee, chaired by the Deputy Commissioner or Administrative Secretary.

5-Member Sexual Harassment Committee

CM Mann also announced the formation of five-member Sexual Harassment Committees at both district and state levels, composed of members from sports associations. The District Magistrate will appoint three female and two male members at the district level, while the Administrative Secretary of the Sports Department will appoint members at the state level. These committees can also take suo-moto action on incidents.
