Navi Mumbai’s 100-Day Action Plan Boosts Employee Welfare With Promotions, Career Benefits

In a special initiative on Friday, promotions were granted to 82 employees across 12 cadres, and 77 more received career progression benefits under the revised scheme, as part of the Navi Mumbai Municipal Corporation’s (NMMC) ongoing 100-day action plan. This significant administrative effort was undertaken under the leadership of Municipal Commissioner Dr. Kailas Shinde, aiming to boost employee welfare and streamline internal governance mechanisms.

The 100-day action plan, inspired by the Chief Minister’s vision, is being actively implemented in all government and semi-government offices. Under the plan, NMMC has taken up various initiatives, including cleanliness drives, citizen-centric governance reforms, and enhancements in digital service delivery. As part of this initiative, NMMC’s administrative department has prioritized long-pending matters concerning employee promotions and the implementation of the revised assured career progression scheme.

Between January and April 2025, a total of 91 officers and employees from 18 different cadres were promoted, while 80 individuals from 18 other categories received benefits under the revised three-tier assured career progression scheme. In addition, the education department, under Deputy Commissioner Sanghratna Khillare, facilitated promotions for six teachers and granted senior pay scale benefits to 123 teachers. In total, 97 employees—including officers and teachers—were promoted, and 203 received career progression or senior scale benefits during the action plan period.

The employees promoted include one deputy commissioner, one additional city engineer (civil), one executive engineer (civil), eight assistant commissioners, two resident medical officers, one chief surgeon, one chief neonatologist, one chief medical specialist, one social development officer, 42 assistant engineers (civil), seven assistant engineers (electrical), three assistant engineers (mechanical), one assistant manager, one senior nurse, one assistant nurse, two social workers, 12 sister-in-charge/night supervisors, and four clerks or typists.

Under the assured career progression scheme, the 80 beneficiaries included one administrative officer, two accounts/audit officers, two medical specialists, seven assistant fire station officers, one additional medical specialist, 12 pharmacists or pharmacy officers, two sanitation officers, three sanitation inspectors, four deputy accountants, three senior stenographers, three health assistants, two garden assistants, 15 driver operators, eight fire initiators, eight data entry operators or clerks, four drivers, two assistants, and one notice server.

“Since April 2024, a total of 231 officers, employees, and teachers have been promoted, and 402 have benefited from the assured career progression scheme or received senior pay scale benefits. The 100-day action plan has given fresh momentum to these efforts, with the administrative department working diligently,” said Commissioner Dr. Kailas Shinde.
