Mumbai, September 1, 2026: Mumbai Suburban Guardian Minister Ashish Shelar has directed authorities to take strict action against the contractor if violations are found in blasting operations being carried out for the construction of the Transport Hub at Dahisar East Octroi Naka.
Blasting Rules Under Review
The directions came during a meeting held at Mantralaya on Tuesday to review complaints from residents about cracks in buildings, noise pollution, dust, traffic congestion and other inconveniences allegedly caused by the project.
Officers of BMC informed the meeting that the vibrations generated by blasting had earlier been assessed by the Indian Institute of Technology (IIT) and that controlled blasting was being carried out in accordance with its recommendations.
However, Shelar directed the authorities to verify whether prescribed timings, safety norms and other conditions had been followed during earlier blasting operations.
If violations are established, the contractor concerned should face appropriate penal action, he said. He also asked officials to examine the feasibility of using safer and more advanced blasting technologies for the project.
Structural Audits Ordered
Taking note of complaints regarding cracks and possible structural damage to nearby buildings, Shelar directed that the affected structures be examined by experts and subjected to a structural audit. If the audit establishes that the damage was caused by blasting activities, appropriate steps should be taken to provide compensation to affected residents, he said.
Inquiry Into Mineral Transportation
The Guardian Minister also ordered the Mumbai Suburban District Collector and the BMC to conduct an inquiry into the transportation of minerals and minor minerals generated from the project. The inquiry will examine whether all required permissions have been obtained, royalty payments have been made and prescribed standard operating procedures are being followed. A report has been sought from the authorities.
Public Hearing Within 15 Days
Shelar further directed the concerned project engineer and the Police Department to conduct a public hearing with local residents within 15 days. The hearing will address complaints related to traffic congestion, dust, foul odour, noise pollution and difficulties caused by the movement of vehicles in the area. A report of the hearing is to be submitted to the authorities.

“Development works are necessary, but no compromise with the safety of citizens will be tolerated. If rules have been violated, strict action must be taken against those responsible, and citizens’ grievances must be resolved promptly,” Shelar said.
