Maharashtra News: MSRTC To Draft Financial White Paper, Launch Employee Health Scheme And Probe Hiring Of 1,310 Buses

In a decisive move to bring transparency and reform to the Maharashtra State Road Transport Corporation (MSRTC), State Transport Minister and MSRTC Chairman Pratap Sarnaik has directed the corporation’s administration to prepare a comprehensive financial white paper.

Mumbai: In a decisive move to bring transparency and reform to the Maharashtra State Road Transport Corporation (MSRTC), State Transport Minister and MSRTC Chairman Pratap Sarnaik has directed the corporation’s administration to prepare a comprehensive financial white paper.

The directive was issued during a high-level meeting held at the MSRTC headquarters on Monday. The meeting was attended by MSRTC Vice-Chairman and Managing Director Dr. Madhav Kusekar, Financial Advisor and Chief Accounts Officer Girish Deshmukh, and all departmental heads.

Highlighting the corporation’s dire financial condition — with an accumulated loss of nearly Rs 10,000 crore — Sarnaik stressed the urgency of drafting a detailed document outlining MSRTC’s income, expenditures, and outstanding liabilities.

“MSRTC is facing daily challenges in meeting its financial obligations, including salaries, vehicle and tire purchases, fuel, and infrastructure renewal. A white paper is essential for establishing financial discipline and planning a sustainable future,” said Sarnaik.

Independent Inquiry Into Bus Hiring

Sarnaik also announced an independent probe into the hiring of 1,310 buses, in line with assurances made by the Chief Minister during the recent state budget session. The inquiry will be overseen by an independent third party, with orders to be issued to the Additional Chief Secretary (Transport).

New Health Scheme for MSRTC Employees

Taking inspiration from Karnataka’s model, the minister proposed the launch of a new employee health initiative — the ‘Dharamveer Anand Dighe’ Cashless Mediclaim Scheme. The program will offer cashless medical services and routine health checkups for all MSRTC staff under a unified system.

Crackdown on Poor Hotel Services at Halts

Addressing mounting complaints from passengers about the poor quality of services at roadside hotels where MSRTC buses halt, Sarnaik said that new, stricter guidelines would be introduced. Hotels failing to meet service standards could face penalties or removal from the approved halt list. Regional officers may also face disciplinary action if repeated complaints emerge under their jurisdiction.

Appointment of Consultant to Improve Efficiency

To boost MSRTC’s operational effectiveness, Sarnaik announced the appointment of five expert consultants — each specializing in construction, transport, labor, finance, and information technology. These professionals will work closely with the corporation to improve strategic planning, efficiency, and service quality
