Mumbai: The Maharashtra Airport Development Company Limited (MADC) has initiated a fresh bid process to onboard a specialised consultant for executing forest diversion, land revenue coordination and statutory clearances for the proposed greenfield airport in Gadchiroli after the first round did not attract satisfactory bidders.
Following a massive protest by farmers in the Vidarbha region, Maharashtra had put the Gadchiroli airport project on hold even after administrative and financial sanction of Rs 104.48 crore for land acquisition, covering 311.81 hectares across Shirapur Chak, Guruwala, Hirapur, and Rakhi villages. However, the state is now trying to resume the project and has issued a second call for tenders to onboard a consultant for land acquisition.
According to the e-tender floated by MADC, the appointed consultant will act as the key liaison between MADC, district revenue authorities, the Maharashtra Forest Department, tribal welfare authorities, and the Ministry of Environment, Forest and Climate Change (MoEFCC). The primary scope of its work will include survey and mapping, tree Enumeration, safeguarding forest rights act, compensatory land transfers, secure wildlife clearances and liasioning with various government bodies.
The consultant will be required to conduct differential global positioning system surveys of forest, revenue and private lands coming under the project's Right of Way, execute species-wise and diameter class-wise tree counting, facilitate mandatory FRA and Panchayat Extension to Scheduled Areas Act compliance, acquire private land for compensatory afforestation and manage approvals from various government departments.
According to the e-tender, MADC aims to wrap up all complex pre-construction approvals and expects to receive the final comprehensive completion report within a tight six-month timeframe. To ensure strict adherence to deadlines, MADC has incorporated penalty provisions worth Rs 50,000 per day.

The new greenfield facility is expected to serve a dual purpose of facilitating industrial investments in iron ore and mineral processing, while providing critical logistics, emergency medical evacuation and administrative reach to the socio-economically sensitive region.
