BMC Budget 2025: What Are The Income Sources Of Country's Richest Civic Body? Details Inside

Mumbai: The Brihanmumbai Municipal Corporation (BMC) on Tuesday presented its budget for the financial year 2025-26, with a total outlay of Rs 74,427 crore. This marks an increase of Rs 14,473 crore compared to the previous year’s budget. The estimated revenue income stands at Rs 43,159 crore, while the budget projects a surplus of approximately Rs 60.65 crore.

BMC Commissioner Bhushan Gagrani presented his first budget for the year, which is the third consecutive budget in the absence of an elected civic body. Since the term of corporators ended on March 7, 2022, the civic administration has been under an administrator’s rule.

Nearly 20 Per Cent Rise Than Previous Budget

The budget has increased by 19.45% compared to Rs 59,954.75 crore allocated for FY 2024-25. As India’s wealthiest municipal corporation, the BMC generates revenue from various sources, including grants, property taxes, water charges and internal transfers.

Details On BMC's Income Sources

A major portion of the revenue comes from grant-in-aid, with Rs 14,398 crore allocated as compensation in lieu of octroi. Receipts from the Development Plan Department contribute Rs 19,700 crore, while property tax collection is projected at Rs 5,200 crore. Water and sewerage charges amount to Rs 2,363.15 crore, and the interest on investments is expected to generate Rs 2,283.89 crore. The civic body also earns Rs 2,130.17 crore through supervision charges and Rs 1,325.07 crore from government grants.

Revenue from the Fire Brigade Department stands at Rs 1,759.18 crore, while receipts from roads and bridges are estimated at Rs 1,532.43 crore. Hospitals and medical colleges contribute Rs 1,396.04 crore, and the License Department is expected to generate Rs 1,362 crore. Other miscellaneous receipts add up to Rs 4,509.31 crore.

In addition to these sources, internal transfers account for Rs 16,699 crore, while Rs 12,858 crore will be utilised from the special fund. The premium on land is expected to bring in Rs 1,596.51 crore, and various grants will contribute Rs 302.03 crore. These funds are allocated toward key infrastructure projects, healthcare and public services, ensuring the continued development of Mumbai. The BMC's financial planning remains strong, reinforcing its position as the country's most resourceful civic body.
