Assembly session to have MPs’ meeting on privileges

Mumbai : The winter session of the Legislative Assembly at Nagpur later this year is likely to have a special seating of MLAs and MLCs over the issue of privileges according to Speaker Haribhau Bagde.

“We are planning to have a joint meeting of all MLAs and MLCs over the issue of privileges. We will conduct it during the winter session,” Bagde told FPJ.

The number of privilege motions is on the rise. According to the statistics on the Maharashtra Legislature website, the assembly secretariat received as many as 16 proposals for breach of privilege motion during the monsoon session. None of them were moved in the house as they got rejected by the authorities.

“The members need to have greater clarity over the issue of privileges. Often, members tend to think if they are not invited to a function or if their names are not mentioned on invitations, that amounts to breach of privilege. Such misconceptions will have to be done away with,” said Bagde.

According to law, any violation of the privileges or immunities of MPs amounts to a breach of privilege. “Members tend to be very insistent over their proposals regarding breach of privilege motion. But, the Assembly has various levels, including a privileges committee, to inspect such claims. That reduces the number of motions moved in the house. But, if members have more clarity, that would reduce unnecessary proposals. Hence, we are planning the joint meeting for MPs with experts,” Bagde added.
