Born in Atrauli, Aligarh district of Uttar Pradesh in 1902, Chandra Bhanu Gupta was an Indian freedom fighter and politician. He served three terms as the chief minister of Uttar Pradesh.

He was also a successful and qualified lawyer.

Gupta joined the Indian independence movement at 17 when he took part in anti-Rowlatt Bill demonstrations in Sitapur.

Chandrabhanu made his mark in Congress in a very short time as soon as he entered politics. He also became the Treasurer, Vice President and President of the UP Congress soon after.

Gupta won the UP assembly election from Lucknow City East in 1952. But in 1957, he lost the same seat to Triloki Singh of the Socialist Party. Later, he became the state's chief minister during that assembly's five-year run.

In 1962 he became MLA from Ranikhet South seat. In the 1967 and 1969 elections, he was elected from the Ranikhet assembly seat. He became CM for the third time on 26 February 1968 and held the post till 18 February 1970.

Gupta was the main force behind the Motilal Nehru Memorial Society, which set up various educational, social welfare and cultural centres in Lucknow. These include Ravindralaya, Children Museum, Bal Vidya Mandir, Acharya Narendra Dev Hostel, Homeopathic Hospital, a number of Degree Colleges and a Public Library in Lucknow.
