The Central Bureau of Investigation (CBI) has arrested a Proclaimed Offender, Davinder Pal Singh from Rajouri Garden, Delhi in a bank fraud case.
The CBI registered instant case on 14.12.2010 against Davinder Pal Singh who in criminal conspiracy with other accused persons and on the basis of forged documents got obtained Bank loan of Rs.40 Lakh in the name of his wife Gurcharan Kaur from Union Bank of India, SSI Branch, Noida.
During the period from May 2007 to June 2009, the accused Davinder Pal Singh got sanctioned CC limit to the tune of Rs.40 lakh on 27.12.2008 from Union Bank of India, SSI Branch, Noida in the name of his wife Gurucharan Kaur, Prop. M/s Dee Pee Electricals for trading of electrical goods on the basis of false documents causing a wrongful loss of Rs.41,40,394 to the bank.
After investigation, CBI filed Chargesheet on 29.09.2012 against Davinder Pal Singh and others. As accused Davinder Pal Singh failed to appear before the trial court during trial proceedings, the Ld. Court issued Standing Warrant against the accused on 26.09.2013 and declared him Proclaimed Offender on 17.09.2014.

Though regular efforts were being made to trace him on earlier occasion also, but more coordinated and planned efforts were made to identify and trace him since last couple of months. Extensive open-source intelligence was collected and analysed. Information from various sources such as Electoral Roll, Telecom Service Providers, Transport Department etc. were scrutinized and collated. Mobile numbers of the accused could be identified using data analytics and human intelligence. In order to evade arrest, accused Davinder Pal Singh used to change his addresses. However, with extensive mobile data analysis coupled with dedicated field surveillance by the team of CBI personnel in last couple of weeks further helped crystalize the present location of the accused.
CBI conducted a meticulous operation in the morning of 03.04.2026 and successfully apprehended the Proclaimed Offender Davinder Pal Singh from Rajouri Garden, Delhi. He was presented before the Competent Court and has been sent to judicial custody.
