CIDCO Approves Major Cut In Betterment Charges For NAINA Developers

In a major relief for landowners, City and Industrial Development Corporation's (CIDCO) board of directors has approved a significant reduction in betterment charges for developers under the Navi Mumbai Airport Influence Notified Area (NAINA) project. This decision aims to promote sustainable urban development while balancing financial burdens on landowners and facilitating infrastructure projects in the region.

The Maharashtra government had designated CIDCO as the Special Planning Authority for NAINA under the Maharashtra Regional and Town Planning Act, 1966, through a notification issued on January 10, 2013. The NAINA area covers 94 villages—92 from Panvel taluka and two from Uran taluka. The NAINA project serves as a key initiative for planned urban development in this region.

Currently, 12 projects under NAINA have been announced, with primary approvals granted for NAINA schemes 1 to 7, while draft plans for schemes 8 to 12 are under review. The comprehensive infrastructure development plan for these projects includes metro connectivity and water resource development.

According to the provisions of the Maharashtra Regional and Town Planning Act, 1966, landowners were initially required to pay betterment charges of up to 50% of the appreciated land value. However, during legal proceedings, landowners argued that since they were transferring 60% of their land to CIDCO, the financial burden of these charges should be reduced. Considering these appeals, the authorities recommended lowering the rate to just 0.05% for NAINA projects 1 and 2, a proposal later approved by the state government.

Following this, CIDCO extended the same concession to NAINA projects 3 to 7, pending final government approval. Similarly, local representatives have urged for the same benefits to be extended to projects 8 to 12, a request currently under review by the authorities.

Infrastructure development under NAINA project 1 has already been completed, while contracts for projects 2 to 12 have been awarded through a tendering process. CIDCO’s decision to reduce betterment charges is expected to accelerate planned urban growth in the region. By lowering financial burdens on landowners, the focus will now shift towards the timely implementation of essential infrastructure services.

This move marks a significant step toward inclusive and sustainable development, ensuring that the NAINA region evolves into a well-planned and prosperous urban hub.
