Bhopal (Madhya Pradesh): The state government has issued revised orders relaxing certain clauses of the Transfer Policy-2022 concerning officers and employees of the School Education Department at both state and district levels.
As per the new directive, the administrative rights related to transfers have been temporarily delegated to the ministers-in-charge at the district level for the period from June 7 to 16.
The transfer policy had been centralised during the tenure of former chief minister Shivraj Singh Chouhan, placing the transfer authority solely with the School Education Minister. With this revision, the district minister-in-charge now holds the authority to approve intra-district transfers, which will be routed through the district collector.
The order covers the transfer of third and fourth class government servants within the district cadre. This includes primary teachers, assistant teachers (general and Science), headmasters of primary schools, staff in the clerical class cadre, and employees in the peon cadre.
All such transfers will be approved by the minister-in-charge and facilitated by the district collector.
In line with the provisions of the Departmental Transfer Policy-2022, all transfer orders will be issued strictly through the Education Portal 3.0. The process mandates that orders be digitally signed by the District Education Officer after necessary approvals are granted via the District Collector’s login on the portal. No offline transfer orders will be entertained.
The revised policy also imposes restrictions to ensure efficiency and transparency. No teacher will be transferred to a school with fewer than 10 enrolled students. Mutual transfers will only be allowed if the subject and post of both teachers match. Moreover, teachers who are set to retire within one year from May 31 are barred from seeking mutual transfers under the new guidelines.
