Madhya Pradesh High Court Asks State Govt To Clarify Base Of Promotion Policy For Employees; Next Hearing On Sept 9

Bhopal (Madhya Pradesh): The High Court, principal bench of Jabalpur, on Thursday asked the Madhya Pradesh government to explain the basis of its promotion policy for state employees — whether it is based on the state’s population census or on the number of employees working in the state.

During the hearing, the state government requested more time to respond, saying that Solicitor General Tushar Mehta will personally appear in court on behalf of the government.

The government had approved new rules for the promotion of state government employees and officials on June 17, 2025. These rules had been pending for almost nine years. The policy also includes provisions for reservation in promotions, which have been challenged by SAPAKS through three separate petitions filed before the High Court.

Advocate Suyash Mohan Guru, who represented one of the petitioners in the case, explained that the High Court has specifically directed the state government to clearly state whether the recently approved promotion policy is connected to the population figures from the census or to the actual number of employees currently serving in the state.

He said this point is central to the petitions filed by SAPAKS.

During the proceedings, the government once again requested additional time to prepare and present its detailed response in court.

The bench agreed to the request and fixed the next date of hearing for September 9, when the court expects the government to make its full submission.
