Madhya Pradesh: Financial Condition Bad, Finance Department Seeks Return Of Funds From Departments

Bhopal (Madhya Pradesh): The finance department has imposed a strict discipline on curbing the rising expenses of the government and on improving the financial condition of the state.

In the fresh directive, the finance department has advised others that if a lesser amount has been spent on purchase and construction than the funds sanctioned by the government as per the tender, the money should not be used to do additional work.

The amount of work should be done according to the funds sanctioned as per the tender. The rest of the funds should be returned to the finance department.

The finance department also said the funds for the work that would continue for a long time should not be withdrawn from the treasury in one go.

The government construction agencies should not be given the entire funds at one time.

Initially, 66% of funds should be given in the form of the first instalment for the work being carried out through the government agencies. Once 75% of the 66% of the amount is spent, the rest of the 34% of funds should be given.

The funds, left with the departments and the government agencies, should be deposited in the treasury with interest by September, the finance department said.

The finance committee should approve the capital expenses. Afterwards, administrative approval should be issued and a tender floated. The finance department has said this process should be strictly followed.

The order issued by the Additional Chief Secretary of the Finance Department, Manish Rastogi, said any violation of those instructions should be treated as a serious financial irregularity. Earlier, the finance department wrote to other offices that the interest they had accrued from the banks should be returned to it.
