Bhopal: Vikram University vice-chancellor pulled up for not providing photo copies of answer sheets

Madhya Pradesh Information Commission has pulled up Vikram University, Ujjain, vice chancellor for not providing photo copies of answer sheets to student despite Supreme Court (SC )and Central Information Commission (CIC) ruling. University vice chancellor and registrar have been instructed to be present in commission’s court on December 10.

State information commissioner (SIC) Atamdeep rejected the reply of vice chancellor over the complaint of students and journalist Kailash Salonia. The commission directed the university on appeal of Titisha Shukla for the copy of answer sheet. But university did not complied with the direction. Commission further clarified that penal action would be taken in case such practice is repeated. Shukla had filed complained in March,2018 against university authority.

Commissioner Atamdeep said, “Reply of university vice-chancellor that- the ruling of coordination committee of university suggests not to provide copies of answer-sheets to student- is not justified from any angle be it human rights or SCdecision. SC decision prevails over University’s coordination committee decision.”

The Central Information Commission (CIC) held that an examinee holds the right to inspect his own answer sheets under the Right to Information Act, 2015, relying on the SCdecision. SC had ruled that an answer-sheet would fall under the ambit of ‘information’ under Section 2(f) of the Act, ruling that students have a fundamental and legal right to access their evaluated answer-sheets under the Act.
