Bhopal: Chief Minister Kamal Nath, who was instrumental to bringing Congress to power in the state after 15 years, does not seem to be counting on bureaucracy. Nath has begun to form a separate team of his close aides, whom he would ask to make a plan for important work of the government. Three persons have so far been appointed at the CM Secretariat. Nath’s confidants, including RK Miglani as advisor while Pravin Kakkar and Bhupendra Gupta, have been made officers-on-special-duty (OSD).
The government and private persons take care of Nath’s security. Nath may also appoint some more people in the coming time. Besides Congress leaders, some of his old allies will be on the team. Not only bureaucrats but also a private team of Nath is helping him run the government. And, some people from this team will be appointed, that they may work in official capacity. The team of Nath will make a plan and get the work implemented through various departments.When BJP government, led by Uma Bharti, came to power in 2003 after defeating Congress, the BJP had no trust on bureaucrats.
Then Bharti had appointed Anil Dave, BJP leader Shailendra Sharma and Atul Jain who had links with the Rashtriya Swayam Sevak Sangh was appointed, as her advisor. Dave passed away in nearly two years ago. Bharti then had made a team of her confidants, through which the government was run. Babulal Gaur, who became the Chief Minister after Bharti, ran the government through government officers and Shivraj Singh Chouhan continued that. Chouhan had a team of political leaders who were close to him, but they were given assignments. Chouhan had appointed several retired officers as OSDs. Bank officer Manish Pandey was working as his OSD to maintain coordination with the RSS.
