Bains to be CM’s PS; Manoj may move to Energy

BHOPAL :  Iqbal Singh Bains, on his return from Central deputation, will be the Principal Secretary to Chief Minister.

The letter sent from the state government to the Centre requesting the repatriation of Bains says that his services were being recalled for appointment as PS in CM office.

Bains had joined the Union government as Joint Secretary and is still occupying the same post. He belongs to the 1985 batch of the IAS – the officers of which are to be empanelled for promotion as Additional Secretary next year. DoPT rules say that if an officer wants to return to his parent state before the end of his deputation period then he is not black-listed only if he is posted as PS to CM. After the return of Bains, CM’s PS Manoj Shrivastava may get an important assignment in the Energy department. Power is one of the topmost priorities of the state government. Shrivastava, who has never been on Central deputation, may go to Delhi within the next twothree months. Bains was CM’s PS from 2005 to 2010. During that period, Manoj Shrivastava was Commissioner, Public Relations. In 2010, Bains was replaced by Deepak Khandekar. But in April 2012, the CM brought in Manoj Shrivastava.
