MMRDA Signs Pact With Singapore’s Surbana Jurong To Prepare Mumbai 3.0 Vision Document And Master Plan

Mumbai, August 7, 2026: The Mumbai Metropolitan Region Development Authority (MMRDA) on Friday signed an agreement with Singapore-based Surbana Jurong Infrastructure Pte. Ltd. to prepare the Vision Document, Master Plan, and planning framework for the proposed Mumbai 3.0, marking the transition of the ambitious greenfield city project from concept to implementation.

The agreement was signed by MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee and Avinash Mishra, Chief Executive, South Asia, Surbana Jurong, in the presence of Maharashtra Chief Minister Devendra Fadnavis.

Spread over 323.44 sq km across 124 villages in Panvel, Uran, and Pen talukas of Raigad district, Mumbai 3.0 is being planned as a new urban and economic growth centre for the Mumbai Metropolitan Region (MMR). The Maharashtra government had notified the project under the Maharashtra Regional and Town Planning (MRTP) Act on October 15, 2024, appointing MMRDA as the New Town Development Authority.

The planning consultancy has been awarded to Surbana Jurong, whose origins are linked to Singapore’s Housing and Development Board (HDB) and Jurong Town Corporation (JTC), institutions credited with shaping Singapore’s urban transformation. Today, the company is wholly owned by Temasek, the Singapore government’s investment company, and has a presence in more than 40 countries.

30-Week Timeline For Master Plan

Under the agreement, Surbana Jurong will prepare the planning blueprint for Mumbai 3.0 through an inception report, existing situation analysis, Vision Document, Draft Concept Land Use Plan, stakeholder consultations, and the Final Concept Plan.

The consultancy will study existing land use, transport networks, demographics, utilities, environmental features, public amenities, and socio-economic conditions before preparing a long-term development strategy for the new city.

The planning exercise will also incorporate international best practices in integrated urban development, smart infrastructure, transit-oriented development (TOD), renewable energy, digital infrastructure, mixed-use districts, and innovation-led economic ecosystems.

According to MMRDA, the first phase of the consultancy is scheduled to be completed within 30 weeks. The timeline includes the Inception Report in four weeks, Existing Situation Report in 10 weeks, Vision Document in 16 weeks, Draft Concept Land Use Plan in 24 weeks, Stakeholder Interaction Report in 26 weeks, and the Final Concept Plan by the 30th week.

The Draft Concept Plan will include three major components—a Concept Structure Plan defining land-use patterns and future growth corridors, a Concept Mobility Plan focusing on regional connectivity, public transport, and multimodal integration, and a Concept Infrastructure Plan covering water supply, sewerage, drainage, solid waste management, power, gas, and social infrastructure.

MMRDA said consultations would also be held with government departments, line agencies, and other stakeholders before finalising the land use plan covering residential, commercial, industrial, institutional, recreational, transportation, and conservation zones.

Partnership Moves From MoU To Implementation

The agreement follows the Memorandum of Understanding (MoU) signed between MMRDA and Surbana Jurong during the World Economic Forum in Davos in January this year for collaboration in master planning, architecture, infrastructure engineering, project management, and transaction advisory services.

The Maharashtra government subsequently approved the appointment of Surbana Jurong on a government-to-government (G2G) basis through an order issued on June 4, 2026.

Addressing the event, Chief Minister Devendra Fadnavis said the Mumbai Metropolitan Region has the potential to become one of the country’s biggest economic engines.

“The Mumbai Metropolitan Region is one of the country’s most promising urban spaces, and NITI Aayog has also recognised its potential to become a USD 1.5 trillion economy. That is why we began planning Mumbai 3.0. With the Navi Mumbai International Airport and other major infrastructure projects coming together, investors now have confidence in this region. We are happy that Surbana Jurong is partnering with us, bringing decades of global experience in developing planned cities. This partnership with MMRDA is path-breaking and will help accelerate the development of third Mumbai. I believe the next phase of India’s growth will come from 3rd Mumbai, 4th Mumbai. We have now moved from signing the MoU to implementation, and I look forward to seeing us translate our MoUs into action,” he said.

Deputy Chief Minister and MMRDA Chairman Eknath Shinde said the state aims to blend international planning expertise with Maharashtra’s development aspirations.

Our vision is to combine the best of global planning with Maharashtra’s growth ambitions to create a city that is sustainable, well-connected, economically vibrant, and future-ready. Mumbai 3.0 will not just be the next growth centre of the Mumbai Metropolitan Region; we aim to develop it as a model city that sets a new benchmark for planned urban development across India,” he said.

MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee said the project combines international planning expertise with a new land acquisition approach.

“Mumbai 3.0 is envisioned as a new global growth centre for the MMR. We have brought global planning expertise through Surbana Jurong to translate this vision into a well-connected, sustainable, and investment-ready city. Equally important is our innovative and people-centric land policy, which, for the first time, combines land-based benefits with monetary compensation, ensuring that landowners become stakeholders and beneficiaries in the development process. With progressive land policy and global planning expertise coming together, we are laying a strong and inclusive foundation for Mumbai 3.0,” he said.
