The Democratic Party has inflicted a major political setback on US President Donald Trump, winning control of both chambers of Congress in the 2026 midterm elections. The results mark a significant reversal for the Republican Party two years into Trump's second presidential term and could reshape the political landscape in Washington, with important implications for India's economic and strategic interests.

According to the latest results, Democrats have secured 53 of the 100 Senate seats, crossing the majority threshold, while also winning more than 220 seats in the 435-member House of Representatives, comfortably surpassing the 218 required to take control. Seven Senate seats and around two dozen House constituencies have shifted from Republican to Democratic hands.

Democratic gains across Republican strongholds

The Democratic gains have been particularly significant in traditionally Republican strongholds, including Texas, Kansas and South Carolina, where the party has secured Senate victories. It has also flipped seats in North Carolina and Ohio. Democratic candidates have additionally won governorships in Georgia, Ohio, Iowa and Texas, further weakening the Republican hold across several states.

The outcome is widely being viewed as a referendum on Trump's presidency. Rising living costs, higher fuel prices, controversial immigration enforcement measures, sweeping tariffs and concerns over the administration's use of executive powers are among the factors that contributed to the Republican setback.

Implications for India-US relations

The results could also have far-reaching consequences for India-US relations, particularly in trade, immigration, energy security and defence cooperation.

Trade and tariffs are likely to be among the first areas of concern for New Delhi. With Democrats controlling both chambers, congressional scrutiny of Trump's tariff policies could intensify. India has been negotiating a comprehensive trade agreement with Washington, and the Republican setback could weaken Trump's political bargaining position. However, any immediate change in tariff policy is not guaranteed, as the President retains considerable executive authority.

Immigration and foreign policy concerns

Immigration is another major concern for India. Trump's restrictions on H-1B visas, student visas and other immigration pathways have affected Indian professionals and students. A Democratic-controlled Congress could increase pressure on the administration to reconsider restrictive measures. However, the election outcome alone will not reverse existing presidential immigration orders.

The new political equation could also bring closer scrutiny of US foreign policy. While Congress can influence funding and legislation, Trump will retain significant authority over international affairs. His approach towards China, Russia and the ongoing conflict in West Asia will therefore remain important for India's strategic calculations.

Energy security and diplomatic challenges

Higher energy prices resulting from prolonged geopolitical tensions could also hurt India's economic growth. Meanwhile, Democrats may intensify congressional discussions on human rights, religious freedom and minority-related concerns in India, potentially creating diplomatic challenges for the Modi government.

For New Delhi, the next two years will require careful engagement with both the White House and a newly empowered Democratic leadership in Congress. The results do not signal an immediate transformation in bilateral relations, but they could make Washington's political environment considerably more challenging for the Trump administration.
