A draft bill released earlier this week in Ohio is aiming to impose heavy fines on men who ejaculate without an intent to conceive a baby, reported New York Post. The bill, proposed by two Ohio House of Representatives lawmakers, seeks to impose a fine of USD 1000 on a man for the 'offense', the fine would be raised to USD 5000 and finally to USD 10,000. Anita Somani and Tristan Rader, lawmakers from the Democratic Party have proposed the “Conception Begins at Erection” bill, said media reports.

The lawmakers have said that the bill has been introduced to stir public debate on reproductive rights.

The lawmakers told The New York Post that the bill is aimed at "highlighting the hypocrisy behind moves to regulate women’s bodies."

You don’t get pregnant on your own,” said Representative Somani

“If you’re going to penalize someone for an unwanted pregnancy, why not penalize the person who is also responsible for the pregnancy?”

She was quoted by The New York Post.

Abortion has become a hotly debated topic since overturning of the landmark Roe vs Wade judgment in 2022. Now, its is illegal in many states of US for a woman to seek abortion even when the foetus has been conceived as a result of rape.

The intent behind the current legislation is that men need to be in some focus when it comes to reproduction as opposed to women who often find themselves in cross-hairs when it comes of debates over conception, abortion, birth control and so on.
