Under this framework, half of the billing amount covers fixed operational costs, while the remaining 50% is strictly tethered to performance benchmarks, with clear penalties for any lapses.

Ultimately, the project is designed to leave a lasting legacy. Once the 10-year tenure concludes, permanent community assets built during the process—such as dedicated workshops and parking lots—will be handed back directly to the municipal corporation.
