Maharashtra News: 'No Fines For Rear-Mounted Bicycle Carriers If Safely Installed,' Says Transport Commissioner Vivek Bhimnwar
In a major relief for cycling enthusiasts and private vehicle owners across the state, Maharashtra Transport Commissioner Vivek Bhimnwar has clarified that no punitive action will be taken against vehicles carrying bicycles on properly mounted rear carriers—provided they do not obstruct traffic or endanger other road users.

Mumbai: In a major relief for cycling enthusiasts and private vehicle owners across the state, Maharashtra Transport Commissioner Vivek Bhimnwar has clarified that no punitive action will be taken against vehicles carrying bicycles on properly mounted rear carriers—provided they do not obstruct traffic or endanger other road users.
The official statement comes after numerous complaints from vehicle owners who reported being fined by enforcement officials from both the Transport and Police Departments. These penalties were imposed despite there being no specific ban in the Motor Vehicles Act or its rules on the use of rear-mounted cycle carriers.
Commissioner Bhimnwar underlined that bicycles are not just a mode of transport but also support environmental sustainability and physical well-being. He noted that transporting bicycles using rear-mounted carriers is a common and widely accepted practice in countries around the world and is becoming increasingly popular in India as well.
"In view of this global practice and the absence of any legal restriction, enforcement agencies are directed not to take action against such vehicle owners, as long as the carriers are mounted safely and do not block other vehicles or road signs," the Commissioner stated.
