Russia, which has been at war with Ukraine for over three years, finds itself on precarious economic footing. The country's Economy Minister Maxim Reshetnikov acknowledged Russia's fragile economic state during his address at the St Petersburg International Economic Forum on Thursday, warning that the nation's economy stands on the brink of recession.
Facing business complaints about high interest rates stifling investment and growth, Russia implemented its first interest rate cut since 2022 this month, providing some relief to borrowers. Minister Reshetnikov stated, "The figures show an economic cooling, but all our data reflects past performance. Based on current business sentiment and indicators, we appear to be on the verge of recession - truly on the verge."

During the forum, Central Bank Governor Elvira Nabiullina framed the current economic slowdown as a necessary correction for an overheated economy. However, Alexander Vedyakhin, First Deputy CEO of Sberbank (Russia's largest bank), voiced contrasting concerns in a Reuters interview.
He cautioned that excessively restrictive monetary policies risked overcooling the economy, advocating instead for substantial rate reductions to 12-14% to stimulate investment lending. Vedyakhin warned that without such adjustments, Russia's economy risked becoming trapped in a prolonged downturn that could constrain future growth potential.
