Mumbai, April 7: In a major reform aimed at strengthening the power distribution sector, the State Cabinet, chaired by Chief Minister Devendra Fadnavis, has approved the financial restructuring of Maharashtra State Electricity Distribution Company Limited (MSEDCL).

The decision includes splitting the utility into two independent entities and launching an Initial Public Offering (IPO) for its non-agricultural distribution business.

MSEDCL to be split into two entities

As per the decision, MSEDCL will be divided into two separate companies—one catering to industrial, commercial, residential and other non-agricultural consumers, and another dedicated exclusively to agricultural consumers. The agriculture-focused entity, MSEB Solar Agro Power Limited, will handle power supply and related services for farmers.

IPO planned for non-agricultural business

The Cabinet has also approved the listing of MSEDCL’s non-agricultural distribution arm on the capital market through an IPO. The offering will include a mix of fresh equity issuance and an offer for sale by the state government.

The IPO is expected to be launched within six to nine months after the restructuring process, subject to regulatory approvals from the Securities and Exchange Board of India.

Debt restructuring to ease financial burden

To ease the company’s financial burden, the Maharashtra government will issue long-term bonds with a tenure of 15 years to address MSEDCL’s debt liabilities of approximately Rs 32,679 crore, which are backed by state guarantees. This move is expected to significantly improve the utility’s financial health.

Focus on transparency and sustainability

The restructuring aims to enhance energy security, improve service quality, and ensure sustainability in power distribution. The creation of two distinct entities will allow better financial transparency, with separate accounting for revenue, expenditure, and power sales.

Support for agriculture and consumer benefits

The agriculture-focused MSAPL, established in May 2023 in line with policy objectives under the state’s solar agriculture initiatives, will receive an initial capital infusion of Rs 2,500 crore. It is expected to strengthen solar-based agricultural power systems and enable reliable daytime electricity supply for farmers.

The government said the reforms will ensure uninterrupted and stable electricity supply across sectors. Farmers are expected to benefit from assured daytime power, while industrial consumers may see improved reliability and reduced tariff pressure.

Residential users are also likely to experience more stable electricity rates, enhanced service quality, and improved digital billing and customer service systems.
