Cabinet Minister for Skill Development, Employment, Entrepreneurship and Innovation, Shri Mangal Prabhat Lodha, has issued written instructions to the Director of Vocational Education and Training to regularise instructors who have served for over five years on an hourly basis in Industrial Training Institutes (ITIs), provided they clear a qualifying examination.
This directive follows a written request from former minister Smt. Shobha Fadnavis, who urged Shri Lodha to consider regularising such hourly-based instructors. Responding promptly to the request, Minister Lodha acknowledged the concern and directed the relevant authorities to initiate appropriate action after a positive discussion.

The All India National Educational Federation also met with Minister Lodha regarding the issue. They highlighted that many ITIs currently face a significant number of vacancies, which are being temporarily filled by instructors working on an hourly basis. The federation submitted a letter requesting that those who have worked for five years or more—and who possess at least the minimum qualifications such as ITI, CTI, diploma, or degree—should be allowed to appear for an exam and, upon passing, be regularised.
