Panvel, August 21, 2026: With Dahi Handi, Ganeshotsav and Navratri approaching, the Sound, Light, Trust, Generator and LED Screen Owners Association has urged the authorities to allow sound system operators to carry out their business while adhering to prescribed noise pollution norms.

Operators Seek Relief From Police Action

A delegation of the association met Panvel MLA Prashant Thakur and submitted a memorandum seeking an end to what it described as stringent police action against operators who comply with regulations.

The association urged the police to adopt a cooperative and advisory approach instead of immediately resorting to seizures, fines or criminal cases.

Thakur took note of the concerns and assured the delegation that a joint meeting involving senior police officials, association office-bearers and its members would be convened soon to work out a positive solution.

Festive Season Key For Businesses

According to the association, around 200 to 300 local residents in the Panvel area are engaged in businesses related to sound systems, lighting, generators and LED screens. It said the business of a single operator supports around five to six families, including owners, workers, DJ operators and tempo drivers.

The association said the festive season is a crucial period for these businesses and that strict enforcement action during this period causes significant financial losses.

It claimed that equipment is sometimes seized and heavy fines imposed, with criminal cases also being registered over allegations of excessive decibel levels.

The operators have urged the police to first issue warnings, explain the applicable rules and provide guidance to businesses complying with legal requirements instead of immediately registering cases or confiscating equipment.

Request For Clear Noise Norms

The association has also sought permission during the upcoming festive season to operate sound systems comprising a minimum of two bass units and two top units, subject to compliance with applicable noise pollution regulations.

It further urged the police administration to issue clear instructions to officers and personnel so that operators who follow the prescribed noise limits are not subjected to unnecessary harassment.

The delegation also requested Thakur to take up the matter with police and administrative authorities and ensure that the concerns of local entrepreneurs whose livelihoods depend on the industry are addressed.
