US Secretary of State Marco Rubio will arrive in Mumbai on Tuesday with a large business delegation for an official visit to India, following his trip to Uzbekistan. Rubio is scheduled to meet External Affairs Minister S Jaishankar this afternoon for bilateral talks expected to cover trade, defence, security, technology and critical minerals amid continuing strains in India-US relations.

Rubio will also pay tribute to victims of terrorism at the Taj Memorial inside the iconic Taj Mahal Palace hotel, one of the sites targeted during the November 2008 Mumbai terror attacks. He is scheduled to participate in a wreath-laying ceremony shortly after arriving in the city.

Key Meet With EAM S Jaishankar

The meeting between Rubio and Jaishankar is expected to review ways to advance cooperation across key sectors, including defence and security, emerging technologies and critical minerals. Regional and global developments, particularly the conflicts in Ukraine and West Asia and their implications for food, fuel and fertiliser security, are also likely to feature in the discussions, according to reports quoting people familiar with the matter.

India has proposed a Russia-Ukraine ceasefire framework aimed at safeguarding energy and food supplies and preventing attacks on merchant shipping in the Black Sea. The proposal could form part of the broader discussions on regional stability and the economic consequences of ongoing conflicts.

Potential meetings between leaders from the two countries on the sidelines of upcoming multilateral gatherings are also expected to be discussed. These include the ASEAN Summit in Manila next month and the G20 Summit in Florida, US. Jaishankar will also attend a celebration marking the 250th anniversary of American independence as the guest of honour.

Rubio To Visit Jamnagar Tomorrow

Later on Tuesday, Rubio is scheduled to attend the ‘Freedom 250 Reception’ at the Jio World Convention Centre. The event will mark a major milestone in US history and highlight diplomatic ties between Washington and New Delhi. Rubio will conclude his Mumbai engagements on Wednesday and travel to Jamnagar in Gujarat.

US-India Trade Deal Near Finalisation

Ahead of his India visit, Rubio indicated that a trade agreement between the US and India was close to being finalised. Speaking to reporters in Samarkand, Uzbekistan, on Monday, he also defended Washington’s decision to temporarily waive sanctions for countries importing Russian oil and gas.

Rubio said the measure was intended to ease pressure on global energy supplies and prices. He noted that countries must account for their individual circumstances, including geographical constraints and the difficulty of securing energy from alternative suppliers, when making foreign policy decisions. His remarks come as trade and energy remain important areas of engagement between the two countries, even as bilateral relations face continuing challenges.

This will be Rubio’s second visit to India since May, when he attended the Quad Foreign Ministers’ Meeting hosted by Jaishankar in New Delhi. The Mumbai visit is expected to provide an opportunity for both sides to discuss outstanding concerns and explore ways to sustain cooperation across strategic and economic sectors.
