National Economic Forum, Cape Breton University Sign MoU To Boost India-Canada Academic Ties

Mumbai: In a move aimed at deepening India-Canada academic ties, the National Economic Forum (NEF) and Cape Breton University (CBU), Canada, have signed a Memorandum of Understanding (MoU) to promote talent mobility, research collaboration and institutional partnerships.

The agreement was signed on April 27, 2026, during a high-level delegation visit to India. The partnership was formalised between Honourable David C. Dingwall, President and Vice-Chancellor of Cape Breton University, and Mr Jagdip Rana, Executive Director of the National Economic Forum.

Focus on India as a Strategic Education Partner

Under the agreement, NEF will serve as the official convening partner for Cape Breton University in India. This means the forum will help facilitate structured engagements for the Canadian university with stakeholders across central and state governments, as well as major academic institutions.

The partnership is expected to create a smoother pathway for deeper cooperation between the two sides.

It will focus on:

• Student mobility opportunities

• Faculty exchange programmes

• Institutional partnerships

• Joint research initiatives

• Knowledge-sharing collaborations

Officials said the MoU is designed to support focused and protocol-based discussions between CBU and Indian institutions.

NEF will take the lead in stakeholder mapping, outreach efforts and creating structured engagement opportunities. This includes roundtables, meetings and institutional interactions aimed at producing practical outcomes.

The idea is to move beyond symbolic agreements and build long-term collaborations that can benefit students, educators and institutions in both countries.

CBU President on Why India matters

Speaking after the signing ceremony, David C. Dingwall said India remains an important priority for Cape Breton University because of its growing education ecosystem and strong global ambitions.

He said the partnership would help the university expand meaningful institutional collaborations, student pathways and research ties based on shared global priorities.

Dingwall added that the goal is to create long-term academic connections that generate value for both India and Canada.

NEF highlights Outcome-Driven Partnerships

Jagdip Rana, Executive Director of the National Economic Forum, said the collaboration is centred on converting global academic interest into practical and high-impact opportunities for India.

He said by bringing together the right government and academic stakeholders, the forum hopes to create a more deliberate model of international partnership.

According to him, special attention will be given to areas that strengthen talent mobility, research capacity and institutional growth.

Considering the growing interest among Indian students to pursue studies abroad and the increasing need for educational institutions to form ties with foreign institutions, this could pave the way for many possibilities.

On one hand, students could have better avenues for pursuing their studies overseas. On the other hand, educational institutions could collaborate on research projects and other initiatives.
