Mumbai: FDA Shuts 2 IIT Bombay Hostel Messes, Suspends 4 Eateries Over Food Safety Violations

Mumbai, August 7, 2026: The Maharashtra Food and Drug Administration (FDA) has ordered the closure of two IIT Bombay hostel messes for operating without mandatory food licences and issued a stop-business notice to Chathradharr Caterers at the MMRDA office in Bandra-Kurla Complex during an enforcement drive triggered by complaints.

Between August 4 and 6, the FDA inspected 10 hotels, restaurants, and canteens across Mumbai, suspending the licences of four food establishments, issuing five stop-business notices, and serving one improvement notice for violations of food safety and hygiene norms.

IIT Bombay Messes Closed

An FDA official said the inspection at IIT Bombay was initiated after the department received a complaint about hostel messes operating without the required licence. During the inspection of three hostel messes, the Hostel No. 1 and Hostel No. 3 messes were found functioning without the mandatory food licence or registration under the Food Safety and Standards Act, 2006, and were directed to immediately stop operations.

At Annapurna Catering Services, which runs the messes for Hostels 12, 13, and 14, officials found that the caterer held a valid state licence. However, deficiencies under the Food Safety and Standards Regulations were detected, and an Improvement Notice was issued.

Licences Suspended Across Mumbai

In the citywide drive, the FDA also suspended the licences of Eat Nino Pvt. Ltd. (Dadar), Jai Maa Kali Dhaba (Andheri West), A J Hospitality – House of Maharashtra (Santacruz West), and South India Dosa Corner (Kurla West).

The inspections uncovered unhygienic kitchens, cockroach and fly infestation, poor food-handler hygiene, absence of mandatory food and water testing records, lack of FoSTaC training and medical records, improper food storage, use of non-food-grade packaging material, rusted equipment, and failure to implement Good Manufacturing Practices (GMP) and Good Hygiene Practices (GHP). South India Dosa Corner’s licence was suspended for failing to rectify deficiencies highlighted in an earlier improvement notice.

Stop-Business Notices Issued

Apart from the two IIT Bombay messes, the FDA issued stop-business notices to Maroosh (Prabhadevi), Chathradharr Caterers at the MMRDA office in Bandra-Kurla Complex, and Vijaydeep Mahila Audyogik Utpadak Sahakari Sanstha Maryadit (Govandi).

The FDA said all actions were taken under the Food Safety and Standards Act, 2006, and the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, after inspectors found serious violations posing a risk to public health.
