In a significant move aimed at tightening the verification process for Aadhaar enrolment and preventing illegal immigration, Assam Chief Minister Himanta Biswa Sarma announced that Aadhaar cards for adult citizens will soon be issued only through the offices of Deputy Commissioners (DCs).
“Very soon, we will implement a decision where Aadhaar cards for adult citizens will be issued only by DCs,” CM Sarma said during a media interaction.
He emphasised that the move is designed to ensure strict scrutiny and verification, making it difficult for illegal immigrants to obtain Aadhaar cards fraudulently.
“This will ensure that no illegal immigrant can get an Aadhaar made, and we can track and push them back easily,” he added.

The statement reflects Assam’s continued efforts to address concerns around illegal immigration, especially in border districts. Aadhaar, being a key identification document linked to various welfare schemes and services, has often been at the centre of debates around its misuse by undocumented migrants.
The new Aadhaar issuance protocol is expected to introduce tighter administrative controls, with the DCs tasked with the responsibility of vetting each adult applicant.
The state government is expected to formally issue guidelines on the new process soon.
