Big Change In Indian Railways, Waiting Tickets Will No Longer Be Upgraded To First AC
Indian Railways has changed its ticket upgrade rules. Now, sleeper class waiting tickets will not be upgraded to First AC. These new rules will apply from May 1, 2025, and penalties will be imposed for violations.

No More First AC Upgrades for Waiting Tickets |
New Delhi: Indian Railways has made a big change in its automatic ticket upgrade policy. Now, sleeper class tickets on the waiting list will no longer be upgraded to First AC, even if seats are available.
Upgrade Allowed Only Up to Two Classes
As per the new rule, waiting list tickets can only be upgraded by a maximum of two classes.
Examples:
Sleeper Class (SL) → Only up to Third AC (3A) or Second AC (2A)
Third AC (3A) → Only up to First AC (1A)
Earlier, any lower class waiting ticket could be upgraded to higher classes like First AC if seats were available.

Waiting Ticket Holders Can’t Travel in Sleeper or AC Coaches
According to rules already in effect from May 1, 2025, passengers with waiting list tickets are not allowed to travel in Sleeper or AC coaches. They can only travel in general (unreserved) coaches.
Penalty for Travelling Without Confirmed Ticket
If a passenger is found traveling in Sleeper or AC class with a waiting ticket, a fine will be charged:
AC Coach: Rs 440
Sleeper Coach: Rs 250
Additionally, the passenger will have to pay the fare from the train’s starting station to the point they were caught.
PNR Will Remain Same After Upgrade
If a ticket is upgraded, the PNR number will stay the same. If the upgraded ticket is canceled, the refund will be based on the original class (like Sleeper), not the upgraded one (like 2A).
OTP-Based Verification for IRCTC Tickets
Starting May 1, 2025, all tickets booked via IRCTC (website or app) will require mobile number verification through OTP. This step aims to enhance security and stop misuse of the booking system.
