Negligent officials may face FIR under Sec 304

Ujjain : Every district Collector should have foolproof flood control plan during rainy season. The plan should be implemented properly. In case of negligence, concerned official may be booked under Section 304 of the IPC.

Divisional Commissioner Dr Ravindra Pastor directed this to officials during Collectors’ conference at Brahaspathi Bhavan, here on Thursday. District collectors should execute a flood control plan to avoid any untoward incident. Drop-gate, warning board, maintenance of dilapidated road, deploying the staff of revenue and PWD, etc should be done immediately. Security measures should be arranged on the banks of rivers and water bodies. Motor boat should be in working condition along with divers. In case someone drowns in absence of safety measures, concerned official will be booked under Section 304 for practicing negligence.

Dr Pastor asked the officials of irrigation department that who is responsible for the death of the boy who drowned in Kshipra on Wednesday.The department was asked to make enough safety arrangements at the banks of river. There should have a sign board notifying the depth of water, gauge and other security measures. Information must be circulated before the water is released in the downstream after opening the gates of dams. Officials should make a foolproof plan.Collectors were directed to prepare a list of villages which get affected by deluge after the rainfall. If the rural areas get disconnected at the time of flood, they should be provided ration goods, medicines and other necessities.

Dr Pastor also directed officials to manage cleaning of water bodies. Stagnant water causes diseases during rainy season. They should ensure cleaning of water resources and supply clean potable water. Collector Kavindra Kiyawat informed that a list of dilapidated buildings of the district has been prepared. Houses which do not require maintenance will be razed soon.During the review of forest department, Dr Pastor directed that plantation should be done on the empty forest land in the district under MNREGS. Village Panchayat has right to give administrative and technical approval of Rs 15 lakh under the scheme.Forest department will take 100 hectare land each in Dewas and Neemuch districts and 50 hectare land each in Mandsaur, Ratlam and Agar districts. Such plantation will also be done in Ujjain and other districts. Ujjain has 42.06 square km forest area. DIG Rakesh Gupta and Collectors, SPs, joint commissioner Prateek Sonwalkar and others were present.
