He was addressing a seminar ” Public Policy in 21st century” at 18th Raj Bahadur Pathak lecture series at Ravindra Bhawan on Saturday.

He said Institutions which have been set up for safeguarding this concept, are not democracy in itself and they must clearly realise this fact.

Kumar said, ” When the system has an upper hand on people, it is not democracy. It is the people who rule the system in democracy which is lifestyle. It should not be adopted as system of administration”. Noted journalist Nasir Kamaal has been awarded posthumously with Raktsurya Samman for his contribution to journalism at 18th Raj Bahadur Pathak lecture series at Ravindra Bhawan.

Ajmal, son of late Nasir Kamaal, received the award.
