Lack of sensitivity causes hike in SC/ST atrocity cases: IG

Ujjain : Lack of sensitivity in the officials at ground level is one of the prominent reasons for the rapid increase in the cases of SC/ST. Officials should deal such cases with full sensitivity. There were 526 cases of atrocity against SC/ST in 2014 in comparison to 377 in the year 2013.

This was said by IG V Madhukumar during the review of SC/ST atrocity cases during a meeting on Thursday. He directed that SDMs and SDOPs of the concerned area should conduct a joint inspection of the spot in serious offenses of SC/ST atrocity cases. Notices should be issues to the officials for conducting joint inspection. He also issued four directives to officials to stop ragging incidents at colleges and hostels. There should have physical inspection of every private and government hostels of the district. If any outsider is found residing in the hostel, he should be ousted immediately. Collectors and SPs should conduct a meeting of hostel wardens. Students who are booked under some offenses should be rusticated from the institution. Security should be provided to colleges after holding a meeting with principals.

IG also informed that there are cases of SC/ST atrocity, in which victim do not get benefit of government schemes as he does not receive his caste certificate on time.There is delay in providing benefits to due to insufficient funds.Number of such cases is very high in Ratlam and Dewas districts. Divisional Commissioner Dr Ravindra Pastor directed Collectors to file FIR against responsible officer under SC/ST Atrocity Eradication Act if a person does not get caste certificate in time.

It is the duty of the concerned officer to provide benefit to the victim after filing the case under the Act. So the officers should take immediate action in such cases. IG Madhukumar also informed that another reason of atrocity is land dispute. Collectors and SPs should conduct joint inspection of areas where cases of atrocity are more and social awareness activities should be organized there. Revenue officers should resolve such cases. They should also give priority of poor class people.
