Jagirdari system comes in the way


Implementation of Kanpur of garbage lifting in Ward 47 from Sunday has hit a major road block.

According to sources, Mayor KM Moghe was scheduled to

inaugurate the new system on Sunday in Ward 47 comprising Bakhtawar Ram Nagar and Goyal Nagar. However, this system has run into rough weather. Sources added that the Jagirdari system is dominant in this area where women folk of a certain group collect garbage doorto- door and deposit them in collection boxes. In return, they collect a monthly fee from each house for the service. Under the new system, the contracting company would now collect garbage door- to- door and the required fee would now go to their account.

Sources further said that in view of the new system, the Jagirdari people are up in arms and have threatened to take violent action if the system is implemented. When contacted A to Z Company incharge Satyamurthy confirmed the threats and added that the company has sought protection from the IMC and administration. Corporator Ajay Narooka held a meeting with Jagirdari reps but no solution has been reached.

According to sources, following the directives from the MP High Court, the IMC has decided to implement Kanpur pattern of sanitation system in Saket and Khajrana wards and Rau pattern in Khatiwala Tank ward. The directives had been issued during a hearing of PIL filed on ineffective sanitation system in the city by a social worker, Kishore Kodwani.

The Bench had initially directed that an IMC team be sent to Kanpur to observe sanitation pattern there, submit its report to the court. At that hearing the court also discussed the Rau pattern as an alternative system. In order to strike a balance, the court then directed civic body to implement Kanpur and Rau patterns in couple of wards on trial basis and submit its report on its effectiveness.

Following the directives of the court, IMC Commissioner Yogendra Sharma held a meeting with officials of the health department and officials of sanitation contractor A to Z Company, during which it was decided that Kanpur would be implemented in Saket and Khajrana wards while Rau would be implemented in Khatiwala Tank. It was also decided that the new system in all three wards would be supervised by the MBA graduates and would be made effective from August 4.
