dies over the delay in introducing tax reform – ” user charge”. Commissioner UAD Sanjay Shukla, in a letter sent to the heads of local bodies, instructed them to introduce alt39 user chargealt39 after assessing the expenditures on the quality services being provided to the citizens.

Central government funded Jawaharlal Nehru National Urban Renewal Mission ( JNNURM) and Urban Infrastructure Development Scheme for Small and Medium Towns ( UIDSSMT) are running in various cities to provide quality services to the citizens.

If user charge is introduced, the rate of various taxes like water cess would go up by manifolds. Similarly, taxes being collected for sewage, sanitation, light, solid waste disposal would be many times more.

Instruction has been given to introduce user charge after assessing the expenditure thoroughly so that local bodies would be in a position to manage what they spend to ensure quality services to the people.

Bhopal Municipal Corporation ( BMC) has not even introduced alt39 user chargealt39 to cope with expenditure being made over various services under JNNURM and UIDSSMT. However, mayor Krishna Gaur was not available for her comments on this issue but one of the senior most MiC members, Ashok Pandey said, ” At present BMC administration does not collect any tax in the name of user charge”. He also pointed out that BMC would have to introduce the charge to cope with expenditure.
